Read Only Memory means, that you can only read the data of the ROM and you cannot edit the data of the ROM. 

This memory store permanent data because this memory is the permanent memory of a computer. Permanent data means, Once the data is stored in the ROM, then that data is never deleted.

ROM's data is permanent because ROM is a non-volatile memory.
